Draft Prison Law Unclear, Rights Groups Say
Cambodian rights groups say they are worried that a new draft law is not clear enough in its efforts to reform the prison system, which is plagued with mismanagement and overcrowding. The Ministry of Interior drafted the law to improve how the system works, including education of prisoners and their rehabilitation and reintegration into society. Civic Groups Warned to ‘Readjust’ Their Work
A coalition of non-governmental organizations says it received a warning from the Ministry of Foreign Affairs to “readjust” some of their work, following a controversy over land rights along a railway line development. The NGO Forum said Monday it is preparing a response letter to the ministry, after it wrote a letter to the Asian Development Bank in 2010 warning of dangerous construction on a line slated for rehabilitation. Rights Group Calls for Action on ‘Flawed’ NGO Law
The Cambodian Center for Human Rights on Thursday called on donors, lawmakers and other power brokers to step up pressure on the government, which hopes to pass a law to regulate non-governmental agencies but is widely seen as a blow to their ability to operate. The 58-article law was sent to the Council of Ministers for approval last week, after which it will pass to the National Assembly for debate and passage.
