Business and Politics Surround Shinawatra Visits

Thaksin Shinawatra, the fugitive former prime minister of Thailand, was slated to arrive in Cambodia late Friday, following a brief visit by his sister, Yingluck, the current premier, on Thursday. Yingluck’s visit with Prime Minister Hun Sen was cordial and touched on some of the major issues facing the neighbors, including border demarcation, officials said. Suspect Questions ‘Most Responsible’ Tribunal Mandate

Taking up a defense that Khmer Rouge tribunal investigating judges have already alluded to, atrocity crimes suspect Meas Muth said in a recent interview that accusations against him by prosecution fall out of the mandate of the UN-backed court. Investigating judges Siegfried Blunk and You Bunleng said in a statement earlier this month that they have doubts about whether five suspects named by prosecutors for potential indictments fall under the court’s mission to prosecute those “most responsible” for Khmer Rouge atrocities. Atrocities Suspect Says He’s ‘Not Fearful’ of Tribunal, Hell

In an exclusive interview, Ta An, a former Khmer Rouge commander whose name is among those up for investigation by the Khmer Rouge tribunal, denied overseeing atrocities of the regime and said he is practicing Buddhism and good deeds to pay for past sins. Ta An is among three former cadre cited by prosecutors at the UN-backed court as worthy of indictments under controversial Case 004, which is opposed by Prime Minister Hun Sen and is currently in the hands of the court’s investigating judges. According to the prosecution’s introductory submissions for cases 003 and 004, obtained by VOA Khmer from a source close to the court, Ta An is a suspect for investigation by the tribunal, along with mid-level Khmer Rouge commanders Meas Muth, Sou Met, Ta Ith and Im Chaem. Cambodia Seeking Immediate Border Observers

Cambodia on Wednesday urged Indonesia to send monitors to the border near Preah Vihear temple to enforce a demilitarized zone ordered by the UN’s highest court this week. Foreign Minister Hor Namhong, who returned from The Hague on Wednesday, told reporters he was requesting Indonesia to send observers “immediately.” The International Court of Justice ordered Thai and Cambodian troops to leave a contentious border area on Monday, while also paving the way for an observer mission and creating a “provisional demilitarized zone.” Neither side has withdrawn troops from the border, the site of deadly, sporadic fighting since 2008 Continue reading

Analysts See Role for International Court in Border Row

With Thai and Cambodian foreign ministers meeting in Jakarta on Tuesday, Cambodian analysts say the best way to resolve an ongoing border dispute is to call on the International Court of Justice to clarify a decision it made in 1962. That decision, which handed Preah Vihear temple to the Cambodians, who had filed for it, could also clarify a disputed area of 4.6 square kilometers of land near the temple, analysts said this week.
